A Brief Summary of This Position:

The Project Engineer position is responsible for providing technical engineering support and project management on a variety of public and private sector projects. The Project Engineer will work with Cascade Earth Science (CES) project managers (Engineers, Geologists, and Soil Scientists) under the direction of the Principal Engineer to develop engineering projects from initial scope to final commissioning. CES’ typical engineering projects include preparation or administration of the following work products; planning documents, designs, specifications, construction related activities, and commissioning. With a tagline that reads, “Synergy of Water and Science” and core service areas in water, agriculture, engineering, and environmental, the Project Engineer will largely work on regional water and wastewater related projects. The incumbent will enjoy meeting new people and inspiring confidence with clients; work with internal and external customers; foster a strong team working environment; provide effective, personal ongoing interaction with existing and prospective clients and be a self-starter.

Essential Functions:

  • Evaluation, assessment, report preparation, design, permitting, and construction of public and private infrastructure projects
  • Develop and assist others with engineering services with the regional area; provide local project management and prepare technical designs, specifications and construction cost estimates
  • Identify and develop project leads, and assist in preparation of written scopes of work and cost proposals for new projects
  • Plan and execute the project management of industrial, public sector, and agricultural water and wastewater management projects
  • Manage project coordination including design, scope of work, cost estimating, and contract negotiations
  • Work closely with various design, engineering, and environmental consultants, developers, builders, public agencies, and contractors to ensure that city ordinances and standards are upheld and project schedules are met
  • Provide responsible, complex support, and assistance to the project managers with assigned projects and regularly update project status, schedules of completion, project issues, and needed modifications
  • Maintain a filing system containing all project plans, studies, construction documents, and related materials
  • Demonstrate continuous effort to improve operations, decrease turnaround times, streamline work processes, and work cooperatively and jointly to provide quality customer service
  • Responsible for managing the business development and sales (new contracts) effort to ensure sufficient sales to meet budgeted income levels
  • Develop and oversee the development of and implementation of business development, contracting, and pricing guidelines and strategies consistent with approved procedures to provide for the achievement of company objectives
  • Maintain an awareness of market tends and opportunities for CES services and products
  • This position reports into the Principal Engineer and does not have any direct or indirect reports
  • This role requires up to 20% travel (domestically), including overnight stays

Required Qualifications of Every Candidate (Education, Experience, Knowledge, Skills and Abilities):

  • Bachelor’s degree in Civil or Environmental Engineering
  • Minimum four (4) years of professional work experience
  • Engineer in Training Certification (i.e., passed EIT or FE exam)
  • Experience with the use and operation of computer aided drafting programs
  • The ability to obtain professional certification as a Professional Engineer (PE) within one year
  • Ability to perform field activities (e.g., stoop, lift up to 40 pounds from floor to waist high, walk, etc.)
  • Proficient with Microsoft Office Suite
  • A valid U.S. driver’s license
  • Strong oral and written communication skills
  • Ability to clearly communicate technical information to colleagues, clients, and regulators
  • Ability to work well in both a team environment and independently
  • Ability to organize and manage multiple, simultaneous priorities
  • Passion and integrity with the drive to excel and deliver exceptional results

Highly Qualified Candidates Will Also Possess These Qualifications:

  • Master’s Degree in Civil or Environmental Engineering
  • Completion of a Certified Project Management Course with professional designation
  • The drive to obtain professional certification as a Professional Engineer (PE)
  • Career emphasis in water resources, geotechnical, agriculture, or environmental related fields of study
  • Private consulting experience

Working Environment and Physical Efforts:

The majority of the principle duties are performed in an office environment with approximately 20% working in a field environment at project sites on uneven and rough terrain. The work is sometimes performed outside in weather conditions, including heat, cold, and temperature swings, for extended periods of time. While performing the duties of this positon, the incumbent may work near heavy equipment and moving mechanical parts. Most of the physical effort is due to travel and work performed outside at project work sites and may require an overnight stay in a hotel room. The incumbent frequently is required to use hands and fingers to handle, feel, type, draw, and design. Reaching hands and arms above shoulder height while working in the office or out in a field may be required. The employee is occasionally required to stand for extended periods. The incumbent must occasionally lift and/or move up to 30 pounds. Specific vision abilities required by this job include close vision, distance vision, peripheral vision, and depth perception. Incumbent must have a valid US driver’s license and be willing to drive to the various project sites.
