State of Connecticut Office of the Probate Court Administrator Chief Counsel Probate West Hartford The State of Connecticut Office of the Probate Court Administrator seeks an experienced attorney for the full-time position of Chief Counsel Probate. The position reports to the Probate Court Administrator, is responsible for directing the staff and operations of the Law Department of the Office of the Probate Court Administrator, and provides legal support to the Probate Courts. EXAMPLES OF DUTIES: Advises the administrator on a wide range of legal and policy issues and oversees the office in the administrators absence; advises probate judges and court staff on legal issues; conducts legal research; assists judges in drafting judicial opinions; conducts court visits and other court oversight activities; drafts rules of procedure, regulations, internal manuals and other policy documents; drafts advance opinions concerning the Code of Probate Judicial Conduct; drafts court forms and user guides; manages the continuing education program for judges and court staff; teaches at seminars; drafts and reviews proposed legislation and legislative testimony; drafts, reviews and monitors contracts; manages litigation, appears in court and oversees outside counsel; consults with department heads within the office and their staff members; serves on Probate Court system committees; interacts with state agencies; performs public speaking engagements; responds to inquiries from the bar and the public; performs related duties as required. Annual salary is $124,087 with full State of Connecticut benefits. MINIMUM QUALIFICATIONS REQUIRED KNOWLEDGE, SKILL, AND ABILITY: Considerable knowledge of law and legal process, legal principles and practice; considerable knowledge of legal procedure in probate matters; considerable knowledge of and demonstrated ability in legal research; considerable knowledge of and ability to apply relevant state and federal laws; considerable knowledge of and ability to apply management principles and techniques; considerable ability to analyze legal issues, and present statements of fact, law, and argument; considerable interpersonal skills; considerable oral and written communication skills; computer skills; and supervisory ability. EXPERIENCE AND TRAINING General Experience: Membership in the Connecticut Bar and five (5) years of experience in the practice of law in the probate field. Special Experience: Three (3) years of the General Experience must have been in a managerial capacity. SPECIAL REQUIREMENT: Required to have a valid motor vehicle operators license and a motor vehicle available for daily business use. May be required to travel during the course of daily work.
