Overview

SBGP is seeking an Enhanced Services Director to oversee and manage the growing Enhanced Services program, which directly enriches the quality of life in SBGP neighborhoods. This is a challenging and rewarding position providing tangible benefits to real people. The work principally involves making enhancements to parks and public spaces around the District, such as (a) building major capital projects like new sports fields and playgrounds; (b) maintaining, cleaning, and greening existing parks and Main Streets; and (c) providing free athletic, recreational, and cultural programming to communities. SBGPs ultimate goal is to have the best parks and public spaces in Baltimore, and eventually in Maryland, and this position plays a large role in executing that vision. The position is also responsible for managing long-term partnerships with community organizations, City agencies, and other important stakeholders. As a result, excellent interpersonal, collaboration, and teamwork skills are required, including the ability to hear, understand, and promptly address community needs. The Enhanced Services Director reports directly to the Executive Director. Responsibilities include:Directly manage projects and contracts (70%)oManage a large portfolio of highly varied projects, performed in multiple locations by multiple for profit and non-profit vendors. oMeet regularly with neighborhood leaders, city staff, and other stakeholders to define, scope, and create budgets for projects.oNegotiate and draft funding agreements and contracts for work, and manage those agreements and contracts to successful completion.oAssume ultimate responsibility for the successful execution of all projects. This includes visiting sites, remaining in touch with partners, and observing projects in action.oReview payment requests for completeness and accuracy with regard to project scopes and budgets.oCoordinate with operations staff to ensure projects meet compliance and other requirements (e.g., procurement, City MBE/WBE participation).Build and manage the Enhanced Services program (30%)oManage the Enhanced Services budget, including for the portfolio of current and future projects and for indirect program expenses.oWork collaboratively with Baltimore City Recreation and Parks (BCRP), the Baltimore City Health Department, the Ripken Foundation, and other City agencies and partners to integrate and de-silo programs across the District.oOversee the ongoing evolution of a comprehensive, multi-year Implementation Plan for capital, maintenance, and programming projects, which incorporates investments by SBGP, BCRP, and other third parties (such as the Ripken Foundation).oCollaborate with other SBGP departments and the SBGP Program Committee to integrate efforts across all areas of the organization.oAttract and incorporate new partners.oAssemble innovative financing packages to build capital projects.oMaintain Enhanced Services files.Other Activities and Duties as AssignedWork will be a flexible combination of work from home, meetings and site visits in the District, and office time (once it is again safe to do so). This position may occasionally need to attend community meetings and events, which often take place during evening and weekend hours. (SBGP is currently working remotely due to COVID-19, with video calls substituting for most in-person meetings. However, periodic socially-distanced outdoor site visits are still required to confirm that projects such as park maintenance contracts are being implemented correctly).Minimum QualificationsBachelors degree in planning, public administration, business administration, or a related field.Three to five years progressively responsible related experience, preferably with a non-profit or public organization.Access to reliable transportation.Ability to work flexible hours (including occasional evenings or weekends) is required.Preferred QualificationsAdvanced degree in a field such as planning, public administration, business administration, or a related field.Five years or more experience in a non-profit, public administration, or project management position where multiple projects had to be executed simultaneously. Direct experience working with Baltimore City neighborhoods.Knowledge of and familiarity with Baltimore City MBE/WBE rules.Special Skills and KnowledgeCreative, imaginative, and visionary personality.Practical, detail-oriented, and effective personality.Excellent communication, writing, and interpersonal skills.Familiarity with Baltimore City communities and a nuanced understanding of the social, historical, and political dynamics of pursuing community development in Baltimore City neighborhoods.Direct professional experience working with Baltimore City government agencies, especially BCRP.Direct professional experience in the fields of parks, public spaces, recreation, public health, economic development, capital construction, and/or public programming.Direct professional experience building programs that simultaneously achieve high-level goals while attending to fine-grained details.Expert skill in managing multiple complex tasks simultaneously.Expert skill in working in teams, inspiring others, resolving conflict, and leading groups of people to success.Expert knowledge in building and managing budgets.Skilled in effective project management and negotiation.Proficiency with Microsoft Office, especially Word and Excel. Demonstrated ability to work independently, manage time, and accomplish tasks without continuous oversight.Physical Abilities RequiredWork is primarily performed sitting at a desk using a computer while in an office or teleworking, accompanied by various in-person meetings at different locations. Transportation to and from project sites, and the observing of those sites, is also periodically required.
