JOB DESCRIPTION: This candidate will work in the following areas: metrics, lessons learned, risk, and process improvement. The candidate will be performing detailed requirements analysis, documenting processes, and user acceptance testing. The candidate will analyze the hardware, software and IT services being employed, and focus on improving operations involving information technology. The candidate will also collect and present Lessons Learned to improve performance, and assist in the implementation and monitoring of lessons learned practices. This candidate will be responsible for developing and maintaining metrics to support the Planning, Engineering and Execution process by developing analyses to determine the root cause of performance issues.

JOB DUTIES: Responsibilities include:

  • Identifying and prioritizing changes to financial, business and functional requirements associated with planning products for ship maintenance
  • Evaluating business processes, anticipating requirements, uncovering areas for improvement, and developing and implanting solutions
  • Managing internal process improvement projects, developing project plans, and monitoring performance
  • Developing and maintaining various performance metrics, and developing, maintaining, and improving processes
  • Timely completion of required documentation and/or work assignments
  • Utilizing proper workflow procedures, provide timely and accurate documentation of best practices to achieve improved performance
  • Creating and editing documents, spreadsheets, etc.
  • Ability to achieve objectives and milestones, demonstrated ability to identify and adapt to shifting priorities and competing demands, and maintain composure in difficult circumstances
  • Prepares technical reports with graphic displays by collecting, analyzing, and summarizing information and trends; lays out availability timelines to include required milestones, identification of critical path, controlling path, and potential problem areas, by spoken and written word
  • Other duties may be assigned based on business needs

JOB REQUIREMENTS/SKILLSETS:

  • A minimum of 2 years of experience in business analysis
  • Experience leading or participation with performance monitoring teams
  • Experience in IT business analyses
  • Excellent verbal and written communication, problem solving, analytical, and time management skills required
  • Must be organized and detail oriented and have the ability to resolve conflicts
  • Understanding of schedule development; primarily regarding project milestones and the ability to develop, present, and justify recommendations to meet duration specific requirements of the assigned projects
  • Proficiency/Familiarity with an Electronic Document Management system
  • Familiarity with DoD databases (NMD, NSEDR, VSB, MRQT) and ship maintenance and modernization
  • Detailed knowledge of Joint Fleet Maintenance Manual (JFMM) requirements (4E processes)
  • Detailed understanding of US Naval Ship Maintenance and Modernization processes, cycles and objectives
  • Must be proficient with MS Office Suite (Outlook, Word, Excel, Project, Access, Power Point & Visio), as well as Adobe Pro
  • Must be able to develop an overall technical analysis and present it with a business approach
  • Familiarity with USN Engineering Drawings, technical manuals and ship maintenance material requirements
  • Physical ability to climb ladders, and transit decks on Navy vessels and the harsh environments found in shipyards and shipboard compartments.
  • Ability to lift, carry and transport heavy equipment and boxes. The exact weight requirements will be determined by the specific job, but no less than 30 lbs.
  • Travel may be required within the continental United States

EDUCATION: An Associate’s degree in Business or a related field, or a High School diploma or GED, successful completion of naval technical training schools such as Military Class “A” or “C” school, with two (2) years of experience in a process improvement related position which together with the experience will give the equivalency of an Associate’s degree.

SECURITY CLEARANCE: This position requires US citizenship and will be subject to a security investigation, must meet the eligibility requirements to obtain, and maintain a Secret Clearance issued by the US Government. In addition to the security clearance, this position may require an additional background screening for base access.
