Northrop Grumman Aeronautics Systems is seeking an Principal Earned Value Management (EVM) Compliance Analyst in our Military Aircraft Systems Division. This position will be located in the Melbourne FL location.
The successful candidate reports to the MAS EV Manager and conducts a variety of compliance and surveillance activities including Sarbanes-Oxley (SOX), Earned Value Management, Financial Attributes, training, and direct program support to ensure compliance for programs within a validated Earned Value Management System (EVMS). Responsibilities include:
Review programs for compliance to Sarbanes Oxley EAC key controls
Work with programs to review and prepare monthly Financial Attributes compliance statements for the division Controller
Review, prepare, and analyze Monthly Management report EV data for submittal to the Sector VP of Programs
Serve as Learning Exchange (Lx) Administrator for Corporate Control Account Manager Qualification training activities
Assist program EVM Analysts in ensuring technical, cost, schedule, and program management compliance
Build partnerships to support execution while maintaining compliant EVM implementation in accordance with EIA-748 and corporate command media
Prepare analysis in support of monthly NGAS Sector cost/schedule metrics reviews
Facilitate Variance Analysis Report (VAR) and Estimate at Complete (EAC) development and approval
Provide guidance, oversight, and approval of program baseline changes
Support reviews and audits by the Defense Contract Management Agency (DCMA), Delloitte, and Internal Audit organizations
Participate in internal EVMS surveillance
Identify and implement EVM process improvements
Develop and deliver SOX and EVM training to build a shared understanding and increased capability of compliance and best practices in order to support program execution

Basic Qualifications:
Bachelor’s degree with 6 years of financial/cost experience to include cost schedule control and variance analyses OR a Master’s Degree with 4 years of financial/cost experience to include cost schedule control and variance analyses;
3+ years of EVMS implementation and surveillance experience
Current, active, and in-scope (updated within the last 5 years) Department of Defense (DoD) and the ability to be upgraded and the ability to obtain program access.
Preferred Qualifications:
Master’s Degree
Current, active, and in-scope Department of Defense (DoD) Top Secret Clearance
Experience with Cobra, Empower, or Open Plan
Familiarity with Defense Cost and Schedule Management processes/tools
Experience interfacing with government audit agencies such as the DCMA and the Defense Contract Audit Agency (DCAA)
