The NC Department of Health and Human Services (DHHS), in collaboration with its partners protects the health and safety of all North Carolinians and provides essential human services.

As a part of DHHS, the Division of Public Health is made of several sections servicing the citizens of North Carolina. N.C. Immunization Branch is part of the Women and Children’s Health Section and promotes public health through the identification and elimination of vaccine-preventable diseases like polio, hepatitis B, measles, chickenpox, whooping cough, rubella (German measles), and mumps.

This part-time temporary position will be assigned to the Department of Health & Human Services – HS – Services for the Blind. This Division’s mission is to render rehabilitation services that enable people who are blind, have low vision or are deafblind reach their goals of independence and employment. DSB’s Medical Eye Care (MEC) Program is a statewide program that provides funding for eye medications, treatments and surgeries for eligible North Carolina residents. Additionally, the Division’s Vocational Rehabilitation Program purchases eye care services for its eligible consumers as part of their rehabilitation plan.

Job Order Hourly Rate of Pay: $100.00 (Based on education and/or years of relevant work experience reflected on the application)

This position is to serve as a Medical Doctor, with a specialty in ophthalmology who is licensed in North Carolina to serve as the division’s state consulting ophthalmologist.


  • Review specific eye reports and prior approval requests to determine if various eye medications, medical treatment/surgeries are appropriate for eligible consumers and if the eye care services fall within the guidelines of the DSB Medical Eye Care Program Vocational Rehabilitation Programs
  • Review eye reports and provide guidance as needed to help staff determine applicants’ visual eligibility the division’s Vocational Rehabilitation and Independent Living Programs
  • Review eye exam reports that have been submitted to the DSB Blind Register Clerk where there is a question about eligibility for the registry and the specific codes that should be utilized
  • Provide a written decision (approval, denial or need additional information) on eligibility issues for each case reviewed on the date of the review
  • Provide medical advice regarding policy development, standards and procedures in relation to eligibility based on vision for the Division’s Medical Eye Care, Independent Living and Vocational Rehabilitation Programs
  • Serve as a liaison to the DSB Commission for the Blind
  • Review medical records and determine eligibility for Medicaid Program applicants who have vision loss for the Division of Social Services and provide medical advice to the Division of Medical Assistance
  • Provide services described on a weekly basis remotely via agency issued encrypted computer and/or in person at the DSB State office located at 309 Ashe Avenue in Raleigh, NC.


  • Experience as a licensed medical doctor with a specialty in ophthalmology
  • Demonstrated experience required to make determinations of eligibility for certain physical eye care services
  • Ability to address consumer medical issues raised by DSB staff
  • Ability to commit 3-5 hours per week including emergency case reviews on an as needed basis
