Primary Purpose:The Mount Sinai Adolescent Health Center (MSAHC or the Center) works to break down racial, social and economic barriers to health care and wellness for young people by providing vital services – high quality, comprehensive, integrated and confidential – for all who come to the Center or School Based health facilities, at no cost to them. The MSAHC advances adolescent health as a national imperative by serving as a leading center of clinical care, specialized training, innovative research and advocacy.The Administrative Manager is responsible for selected operational, administrative and voluntary services of the Mount Sinai Adolescent Health Center, including oversight and supervision of Human Capital including staff wellness, Grant Supervision, Facilities Management, Inventory, Patient Reimbursement and outsourced contracts for patients served. This professional will be charged with ensuring that the above functions are developed, managed and delivered within a culture that is youth-centric, high quality, integrated and collaborative as well as in accordance with Mount Sinais policies and procedures, New York State regulations and guidelines, and funder expectations.Illustrative Job Responsibilities:Accountable for design, delivery and coordination of the following supporting services:A. Human Capital:Promotes a culture that guides, supports and acknowledges successes and failures enabling collaboration, cohesion and efficiency by: Providing oversight into overall structure, hiring, credentialing, training and retention recommendations of staff; Helping to establish clear roles, responsibilities and accountability measures for each individual in the organization, directing and coordinating the performance appraisal system; Administering policies regarding hiring, on-boarding, payroll, appointments and promotions, placement and orientation of all staff; In conjunction with budgetary considerations, and upon approval of MSAHCs finance department, reviewing and approving all reclassifications, new positions and salary increases; Providing oversight to management staff to ensure compliance with established practices, to implement new policies and to keep employees aware of changes and current standards; Organizing and leading all staff meetings including the review and revamp of existing meeting structures where needed; Ensuring that all providers have their Medicaid number, DEA number, all required licenses and are enrolled in health insurance upon hire.B. Grant Management: Responsible for ongoing surveillance of grant availability, and assessment of eligibility; Oversee and assist grant writer/manager, ensuring that all grants are written in a timely manner and all grants are reported on and in full compliance.C. Facilities Management: Manage and coordinate facility needs of the Clinic and School Based Health Centers including repairs, capital improvements, reorganization of offices when necessary, and oversight of computers, telephones and permits.D. Inventory Management: Ensure the smooth operation of materials acquisition and distribution for MSAHC; Responsible for overseeing stocking and inventory control, in coordination with finance.E. Patient Reimbursement: Maximize revenue through multiple strategies, and minimize denials of coverage; Direct Oversight of HCAP Entitlement Coordinator, ensuring comprehensive screening, counseling and assistance to patients seeking entitlement insurance coverage; Oversee plans, in coordination with the practice manager, to direct registration, patient insurance, billing and collections and data processing to ensure accurate patient billing and efficient account collection; Ensure that proper insurance verification and billing practices are followed, while assuring that the confidentiality of patients is not breeched through billing practices; Responsible for the supervision of billing expeditors for primary care, mental health, and school health areas, and addressing front and back-end denials; Responsible for systems that ensure prior authorizations for procedures and medications in an efficient and timely manner.F. Volunteer/Interns Supervisor Promote volunteer opportunities, interview and recruit volunteers, and assist in Mt. Sinai clearance process; Maintain a database of volunteer information and skills; Manage training, assigning of responsibilities, scheduling and evaluation.G. Other: Outsourced Contracts/Service:o Manage sourcing, contracts and performance/productivity of legal and other services provided for patients served; Provide supporting documentation requested in grant applications.Minimum Requirements:Education: Minimum of a B.A.; MBA or MPA strongly preferredExperience: Commitment to MSAHCs mission, vision and approach in order to ensure a patient-centric culture which is collaborative and multidisciplinary; A passion for working with young people and a work ethic in which a commitment to understanding and solving the needs of each patient is a priority; A proactive, hands-on thinker whose priority is to be a though partner to the MSAHC Medical Director; At least 5 years in a senior administrative management role, preferably in a complex health care service entity; Working knowledge and understanding of managed care and healthcare financing; Personal qualities of integrity, credibility, empathy, compassion and patience; Exceptional management skills.
