* The Role*
The Engineering Manager leads an OSP engineering team in support of a large government contract. The OSP Manager reports directly to the Senior Engineering Manager. The OSP Engineering team deploys and supports a nationwide network for site surveys, designs, design reviews, project cost estimates, technical proposals, project schedules, project implementations, dark fiber reservations and tracking, fiber characterization testing, operations escalations, and general sustainment activities. The team will consist of four deployable engineers (including this Engineering Manager position) but may grow in the future.

The successful candidate must have a great deal of organization, professionalism, interpersonal skills, and technical writing ability given the scope of work involved and the importance of the mission. The successful candidate must also demonstrate the agile ability to overcome obstacles due to limited communicated requirements or to modify implementation plans as the government customer’s priorities change. This will be a working manager position in that the manager will be required to contribute to the workload of the team while serving as a leader of the team. Extensive travel may be required by the manager depending on priorities and project workload.

* The Main Responsibilities*
* Perform all required personnel management functions to include policy enforcement, timesheet approvals, expense report approvals, performance reviews, award submissions, performance improvement plans, etc.
* Maintain a detailed deployment schedule for the team considering implementation project schedules, personnel clearance levels, personnel time off, company holidays, and any other factors that impact available resources and the OSP Engineering Team’s ability to meet requirements.
* Maintain a training program for the team and ensure the team is trained on all aspects of their scope of work.
* Provide functional guidance, supervision, technical support, training, and quality assurance/control as required.
* Create and review technical documentation as required.
* Create, edit and maintain all team procedures, checklists and drawings.
* Engage with the other internal engineering managers, customer representatives, and subcontractors to facilitate upgrade projects and augments to the network.
* Interface with corporate NNS, QTS, and FOPS management for coordination and escalation as required.
* Coordinate and/or perform splicing activities throughout the network according to modeled designs.
* Perform bi-directional fiber characterization testing throughout the network, analyze OTDR traces, evaluate characteristics of fiber, document test results, and provide report analysis for design modeling and baseline archiving.
* Maintain current and accurate team readiness reports for weekly management briefings and staff meetings.
* Respond in a timely manner to requests for information or documentation related to the network.
* Maintain detailed, accurate, and current fiber routing guide data for the network.
* Maintain detailed, accurate, and current As-Built drawings, splice diagrams, and documentation for all applicable OSP builds and related projects.
* Maintain detailed, accurate, and current data for all 3rd party fiber.
* Ensure dark fiber span readiness prior to test and turn-up (TTU) activities for new spans.
* Perform applied research, development, and design of underground Outside Plant conduit infrastructure and fiber optic cabling.
* Coordinate OSP fiber projects from design through as-built delivery.
* Work includes design, permitting, and field decisions applicable to OSP construction projects.
* Perform survey work, schedule planning and implementation, quality control of construction and as-built drawings, review construction inspection reports and redline changes.
* Review, analyze, and resolve field construction issues and discrepancies.
* Provide bill of materials, specialized tools, and equipment to project management staff in order to complete projects on schedule and within budget.
* Communicate verbally with construction subcontractors regarding proper procedures for placement outside cable plant.
* Provide interpretation of plans, detail sheets, and specifications for subcontractors and inspectors.
* Excavate handholes if required.
* Draft detailed packages of complete procedures for fiber cutovers, rollovers, and turn-ups.
* Maintains the security of the outside fiber plant (OSP) network with established program requirements and industry standards.
* Directs emergency restoration and mitigation activities required for the OSP network. This could include fiber optic damages, natural disasters, power failures, and other events.
* Other duties as assigned. Responsibilities of this position and the team may grow or change as the network or contract changes over time.
* What We Look For in a Candidate*
Education and Experience

* Bachelor’s degree and 10 years of OSP experience preferred. Without degree, at least 15 years of OSP experience is required.
* BICSI Outside Plant Designer Certification required.
* Project Management certification a plus.
* Prior leadership experience preferred whether in an official or unofficial managerial capacity.
* Experience with government contracting and processes preferred.
* Familiarity with Lumen national fiber infrastructure and 3rd party fiber networks a plus.
Security Requirements

* U.S. Citizenship required
* Must possess a current TS/SCI or SSBI to be considered for this position
* Must be able to maintain eligibility requirements for access to government classified information up to TS/SCI
Other Requirements

* Must have a valid driver’s license with a clean driving record
* Up to 40% travel may be required depending on project load
