This position is located at the IFRC Delegation to the United Nations (UN) in New York, USA which reports to the Office of the Secretary General located in Geneva, Switzerland. The IFRC’s Delegation to the UN represents the interests of the IFRC and its 192 National Red Cross and Red Crescent Societies to the UN Secretariat and UN Member States. As a Permanent Observer at the UN, the mission of the IFRC Delegation is to persuade relevant decision makers and opinion leaders to act in the interests of people in vulnerable situations, in accordance with humanitarian principles.Senior Officer, Executive Liaison COVID-19 reports directly to the Head of IFRC Delegation to the United Nations and Special Representative of the Secretary General (SRSG) for COVID-19. The Senior Officer, Executive Liaison COVID-19 is responsible for ensuring that the Special Representative of the Secretary General (SRSG) for COVID19 is provided with the information and support required to carry out the full range of his activities worldwide. The Senior Officer, Executive Liaison COVID-19 facilitates coordination and communication within and between the IFRC Senior Leadership Team and other components of the Red Cross and Red Crescent Movement as a whole. It also provides information, documentation, registration, organization, preparation and development of meetings, travels, and follow-up mechanisms to the work of the SRSG.Senior Officer, Executive Liaison COVID-19 provides technical advice to the Head of Delegation and SRSG for COVID-19 by ensuring an adequate and efficient coordination with regards to the COVID-19 response. This role facilitates internal and external coordination and communication with partners and build strong relationships with internal and external stakeholders in order to advise and support strategic processes, presentations and decision making of the SRSG.Job responsibilities Build and maintain relationships with internal and external stakeholders in order to advise and support strategic processes and decision making of the SRSG. Provide expertise, analysis, and strategic advice to ensure high visibility of relevant documentation and coordination in this unprecedented pandemic situation to identify the potential problems and recommend possible solutions. Develop systems, standards, tools and employ state-of-the art technologies to support the SRSG for COVID-19, as well as the Global Leadership Team in COVID-19 related matters, in monitoring, measuring, evaluating and reporting on key decisions and progress on organizational objectives and results for COVID-19 global response. Stay abreast of new developments to ensure that the SRSG is informed in a timely manner of any new trends and innovations in major humanitarian operations and all substantive areas of concern to the organization and the Red Cross and Red Crescent Movement as a whole. The position will research, analyse, develop, and systematize key documentation on COVID-19 tendencies to inform the SRSG and their spaces of influence (such as meetings, events, and participation platforms).Liaise closely with key internal and external stakeholders to provide advice on advancing priorities and fulfilling the SRSGs organisational vision and objectives for the organization (e.g., National Society development, governance, RC/RC Movement collaboration, humanitarian diplomacy and effectiveness of the Secretariat in regard to COVID-19 global response). This position will support the SRSG in identifying new projects, strategic opportunities and provide leadership, project management and advice for innovation and initiatives.Serve as a Secretary for of the SRSG in terms of all activities relating to COVID-19, optimize processes and standards and perform any other work-related duties and responsibilities that may be assigned by the SRSG including the management of agenda, briefings and meetings.Qualifications Education Bachelors degree in management, public administration, social sciences, international relations, economics, law, or other relevant field of study; or a first level university degree in a relevant field combined with extensive relevant experience.Additional advanced university degree (master’s) in a second relevant field of study; or training or certifications in relevant fields.Experience 5+ years of progressively responsible professional experience in one or more of the following fields: humanitarian emergency management or disaster response; economic or social development; communications; management or public administration; partnership development; community development; organizational development and governance; strategic planning; or another relevant field.Demonstrated professional experience working in an international organization, NGO, or other relevant international and cross-cultural environment.Red Cross Red Crescent Movement experienceKnowledge and skills Knowledge of and ability to use state-of-the-art electronic management monitoring and evaluation tools and programmesAbility to influence senior managements decisionsAbility to synthesize large amounts of informationAbility to develop reports and speeches Knowledge of basic data analysisLeadership skillsStrategic analysis, systematic planning and implementation skillsInterpersonal skills and ability to negotiate while maintaining effective working relationsDiscretion, loyalty and ability to identify and handle sensitive issues and confidential information.LanguagesFluently spoken and written EnglishFluently spoken and written French or SpanishTracking
