Overview

Government Markets is hiring a Senior Program Analyst (SPA) to join its Supplemental Programs Team. This position has ownership and oversight of prospective and/or retrospective programs. Responsible to design, implement and manage one or more programs to assist in improving Medicare members experience with our healthcare plan and overall system. Evaluates the effectiveness of the programs and provides status and enhancement options. Using tools including SQL Server and Tableau, the Analyst will develop clear business specifications, troubleshoot and recommend solutions to improve the quality of management reporting for the Supplemental Programs Team. The Senior Program Analyst will also participate in various corporate wide projects that will drive system initiatives and projects. Advanced analytical technical and problem solving skills. Ability to persuade, negotiate and resolve issues. Ability to define complex business issues and determine “best fit” solutions.

Responsibilities:
  • Ownership and oversight of prospective and/or retrospective programs. Establish program goals and define program benchmarks.

  • Oversee program operating budgets and support related finance / billing functions.

  • Defines business requirements to address operational goals for Supplemental Programs.

  • Work with management in the process of formulating and defining systems scope and objectives based on both user needs and a thorough understanding of business systems and industry requirements.

  • Develop complex reporting and analytics.
  • Ensure timely contract renewals and RFP process when necessary.

  • Manage relationships with external vendors or internal business partners.

  • Develop, facilitate and lead improvement of program metrics, tools and reports.

  • Responsible for provider and member marketing materials communications from draft, approval to distribution.

  • Evaluate systems solutions and process automation.

  • Meet with stakeholders to make communication easy and transparent regarding project issues and decisions on services.

  • Provide formal requirements Communication Plans.
  • Conduct requirements presentation reviews and obtain requirements approvals.

  • Work with internal and external customers to resolve issues.

  • Assist with provider incentive payment process.
  • Perform other duties as assigned.
  • Bachelor’s Degree in Business, Finance or Information Systems or equivalent work experience

  • Five+ years’ experience in a related role
  • Program or Project Management experience
  • Knowledge of Medicare/ACA Risk Adjustment preferred

  • Excellent oral/written communication skills required

  • Experience dealing with internal and external customers

  • Advanced analytical, technical and problem-solving skills
  • Advanced proficiency in Microsoft applications (PowerPoint, Excel and Visio)

  • Experience analyzing datasets, demonstrable data management skills including data development, extraction, transformation, QA
  • Demonstrated experience with Tableau or other data visualization software programs preferred

  • Advanced knowledge of SQL Data Tools (SSIS, SSRS)

  • Knowledge of Medicare/ACA Risk Adjustment preferred

  • Knowledge in XML and XSLT preferred
