Grant Administration and Financial Liaison (Part-time Contract) Organization OverviewThe PREA Targeted Implementation Planning and Support (TIPS) program is a federal funding opportunity specifically for locally operated small-to-medium-sized jails, juvenile facilities, community confinement facilities, lockups, and tribal facilities that are seeking to become sexually safer environments through compliance with the federal PREA Standards. TIPS is administered by Impact Justice, the national nonprofit that also operates the PREA Resource Center (PRC). We work to dramatically reduce the massive number of youth and adults in our justice system, improve conditions and outcomes for those who are incarcerated, and provide meaningful opportunities for formerly incarcerated people to rejoin their communities.Visit and for more informationSummary of Position DescriptionImpact Justice seeks an individual to serve as the Grant Administration and Financial Liaison on the PREA TIPS Program as a one-year, part-time (approximately 20 hours per week) contractor, with the possibility to extend the contract for the remainder of the project to September 2022. This position will support the IJ TIPS project team by working directly with the 25 TIPS project sites throughout the country that have varying levels of federal grant administration familiarity by providing hands-on guidance and support; assisting grantees with their grant administration and financial needs; aiding the facilitation of grant and finance capacity building within project teams. This position will work closely with the TIPS program manager, IJs finance team, and other TIPS team members to facilitate sub-recipient (grantee) compliance with 2 CFR Part 200, Uniform Guidance, and DOJ requirements, in addition to the IJ policies and practices set as special conditions for this program.ResponsibilitiesSupports TIPS grantees compliance with sub-recipient requirements:Provide timely and tailored one-on-one guidance (both from site-initiated requests and via outreach) virtually to sub-recipients on grant administration and finance-related topics, which could include: cost allowability, cost categorization, and special conditions; record keeping compliance, such as timekeeping; procurement practices; (assist with equipment purchasing, etc.); sub-recipient and procurement contracts at all tiers; (sub-recipient contracts and monitoring); submission of quarterly progress reports, and (outreach when reports are missing and offer guidance); and other compliance requirements, as identified;Review sub-recipient (grantee) project plans, budget detail, procurement policies and practices, contracts and agreements, and any other relevant documents to assist project sites to recognize potential challenges and identify solutions in a manner that fosters project sites capacity building;Communicate and clarify any corrections or feedback from the TIPS finance team to project sites regarding financial submissions;Collaborate with the TIPS national partner site coaches to offer support regarding grant administration and financial issues that arise at project sites;Collaborate with the TIPS finance team to support the processing of financial submissions throughout the planning and implementation phases;Escalate TIPS site questions or issues to the appropriate TIPS team member when necessary;Assist with the facilitation of program-wide webinars, discussions, or workshops with TIPS sites on topics related to grant administration and finance;Assist with the coordination of desk audits, site visits, and grant closeout requirements;Support TIPS teams ongoing improvement and development of this first-of-its-kind national grant program to locally operated correctional facilities to increase their compliance with the PREA Standards; andParticipate in TIPS team meetings and maintain regular contact with the TIPS program manager and team.Level of Authority:This contracted position requires a high level of autonomy, communication, decision-making, and accountability. The Grant Administration and Financial Liaison contractor will report to the PREA TIPS Program Manager and will work closely with the Finance Associate and Senior Manager, Finance and Grants.Travel:IJ anticipates no travel to be required for this contracted position. Limited travel may be considered on a case-by-case basis.Knowledge/Skill Requirements:Relevant educational and/or professional progressive experience that demonstrates required skills;Demonstrated understanding of 2 CFR Part 200, Uniform Guidance DOJ Financial requirements;Excellent interpersonal skills, ease working with multidisciplinary teams, and individuals with differing skills and professional backgrounds;Demonstrated ability to communicate and support the implementation of complex grant and financial requirements across projects with unique objectives, settings, and experience levels;Excellent writing skills;Exceptional critical, analytical, and interpretive thinking and problem-solving, and the ability to relay information in a way that demonstrates a comprehensive understanding of overall program objectives and requirements;Strong organizational skills, including excellent attention to detail and ability to follow protocols and maintain detailed case management records;Some degree of flexibility with working hours;Proficiency with Microsoft Office Excel; and aCommitment to the human rights and safety of people in confinement.Preferred:Experience monitoring or supporting high-risk grantees;Expertise with sub-recipient and procurement contracts, implementing match requirements, and equipment procurement under Department of Justice grants;Experience implementing programs or projects funded by the Department of Justice funding, especially in a correctional setting;Experience providing coaching or technical assistance;Knowledge of the PREA Standards and implementation issues, especially in smaller, locally operated jails, community corrections, lock-up, or juvenile facilities; andProficiency with Microsoft Office applications, Google Suite, Calendly, and Zoom.Contract: 1-year contract, with the possibility of an extension to the end of this program, September 30, 2022, with a rate of $68.75/hour. IJ anticipates approximately 20 hours of work per week, maximum contract of $71,500.
