The Chief Executive Officer, also known as the City Manager under the direction of the City Council directs and supervises the day to day activities and operations of a City government, plans, manages, and oversees Administrative Services which includes the Human Resources Department, City Clerk, and other related departments; represents the City Council and the Company at meetings, hearings, and at specified functions; provides detailed information to the public and the news media regarding City programs and projects; and exercises direct supervision over the City Clerk’s Office, the Human Resources/Risk Manager, the Executive Management Team, management, supervisory, professional, technical and clerical staff.

The new Chief Executive Officer will assume full management responsibility for all Administrative and City services and activities including, but not limited to, Public Works, Police, Community Development, Housing, Finance, Administration, Recreation Services and other City functions. This individual will direct, manage, organize, control, integrate and evaluate the work of assigned professional and technical staff and consultants to achieve the City’s mission and assigned priorities; monitor performance against the annual budget, goals and objectives; manage and direct the development, implementation and evaluation of plans, policies, systems and procedures to achieve annual goals, objectives and work standards.

The position shall provide leadership and professional staff assistance to the City Council, City Clerk’s Office, Human Resources/Risk Manager and members of the Executive Management Team to develop and retain highly competent, customer service-oriented staff through selection, compensation, training and day-to-day management practices which support the City’s mission. Finally, the ideal candidate will oversee and participate in the development and administration of the City goals, objectives, budget and direct the forecast of funds needed for staffing, equipment, materials and supplies.

The City seeks a Chief Executive Officer who will excel in a close-knit environment, develop staff, and evaluate each staff member’s role in the organization. This individual will be able to handle extremely complex, politically sensitive and confidential tasks. In addition, the Chief Executive Officer should have a reputation for personal and professional integrity and high ethical standards.

In order to successfully meet the challenges facing Baldwin Park, the Chief Executive Officer will have a “big-picture” perspective coupled with the ability to pay close attention to detail. He/she will ensure that all information provided to the City Council is accurate and timely. A Bachelor’s Degree in Business/Public Administration or a related field is required. A MBA/MPA degree is preferred. The selected candidate will have at least ten years of increasingly responsible professional management experience, including five years of responsible managerial and/or administrative responsibility preferably working with Board of Directors or elected officials, or, an equivalent combination of training and experience.
