The organization champions and promotes quality sexual and reproductive health care for all. As the administrator of Californias Title X (ten) federal family planning program the largest Title X system in the nation – Essential Access receives federal family planning funds, which it allocates to multiple delegate agencies across the state that provide direct family planning and related preventive health services to mostly low-income and uninsured patients.In addition, Essential Access is funded by numerous state, county, and private foundation grants; contracts with private companies for specific research projects; earns income by providing training to health care providers across the country; and manages a Voluntary Employee Benefits Association plan that manages and administers employee benefits for Essential Access 70 employees and other health care employees across the state.For more information, visit us at: DUTIES:The Director of Human Resources and Benefits Administration manages all human resources and benefits programs for Essential Access Health. This includes: recruitment; employee relations; performance management; administration of employee compensation and benefits programs; management of all employee, supervisory, and legally mandated training; administration of the performance evaluation and salary planning programs; management coaching; ensuring legal compliance; and responding to employee questions and concerns. The Director of Human Resources and Benefits Administration is a critical part of the organizations ongoing effort to build a culture of equity, and works with executive management to develop and implement human resources practices that support and encourage a high-performance culture and the recruitment of a highly qualified diverse workforce.Specific Duties + ResponsibilitiesRecruit and interview prospective employees, make hiring recommendations, manage on-boarding and off-boarding. Manage compensation program, including all legal compliance and required filings.Serve as a back-up for bi-weekly payroll processing.Manage all employee insurance benefit programs and annual open enrollment process. Ensure timely and accurate initiation and termination of employee benefits.Analyze employer costs for annual benefit options. Communicate with Payroll regarding the employee portion of benefit charges to ensure that payroll deductions are made appropriately and accurately. Interface with the carrier to obtain information/answers and resolve issues. Administer COBRA plan.Verify calculation of monthly premium statements for all group insurance policies Review and approve for payment all employee benefits invoices. Create ad hoc reports related to benefits.Manage administration, all required filings and notice, and legal compliance for 401(k) retirement plan. Maintain employee personnel files to ensure local, state and federal compliance.Ensure job descriptions are up to date and compliant with all local, state and federal regulations.Provide guidance for management in handling performance issues ensuring adherence to company policies. Involve legal counsel, as appropriate.Administer performance appraisal and salary planning processes/programs to ensure equity and encourage excellence within the organization. Manage all legally required employee trainings and other staff development programs.Maintain and update Employee Handbook to ensure state and federal compliance.Investigate employee issues and conflicts and bring them to resolution.Review and respond to unemployment notices and claims with appropriate documentation. Coordinate workers compensation claims with third-party administrator and follow up on claims as needed.Ensure the organizations compliance with local, state and federal regulations in all areas of Human Resources.Implement all legally mandated and best practices Covid-19 protocols for business.Stay apprised of all legislation related to required Covid-19 programs/practices for the workplace.Operate as a resource to employees and management in terms of dealing with Covid-19 related matters in the workplace. This position may include supervision/oversight of direct &/or indirect staff.Additional duties as assigned. KNOWLEDGE, SKILLS, ABILITIES:To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.The requirements listed below are representative of the knowledge, skill, and/or ability required to perform this job.Minimum of a Bachelors degree or equivalent in Human Resources, Business Administration, or Organizational DevelopmentMinimum seven years of progressive leadership experience in Human Resources positionsStrong recruitment and on-boarding skillsExtensive knowledge of employment and benefits laws, regulations and practices and experience working with employment law attorneysExperience with benefits and compensation Excellent verbal and written communication skillsAttention to detail The ability to maintain confidentialityStrong knowledge of Federal, state, and local laws and regulationsEvidence of the ability to coach and be viewed as a resource by organization managers Excellent organizational skills with the ability to multi-taskDemonstrated proficiency in the Microsoft Office Suite and computer literacyActive affiliation with appropriate Human Resources networks and organizationsCERTIFICATES, LICENSES, REGISTRATIONS:A current California Drivers License, current registration and current automobile insurance coverage is required if you drive on company business. SPHR certification desired.PHYSICAL DEMANDS:While performing the duties of this job, the employee is occasionally required to stand; walk; sit; use hands to finger, handle, or feel; reach with hands and arms; climb or balance; stoop, kneel, crouch, or crawl; talk or hear.
