The Project Manager – IT manages, plans and coordinates the full life-cycle of projects for the Pension Benefit Guaranty Corporation (PBGC). This position ensures that all project goals and objectives are accomplished as laid out in the scope of work and within the prescribed timeframe, budgetary parameters and to the customer’s satisfaction. Provides project team leadership necessary to meet defined project deliverables and maintains positive working relationships with the customer and key stakeholders. The Project Manager – IT utilizes subject matter expertise to analyze and evaluate business functions, systems and processes in order to determine the most effective business applications for meeting the needs of PBGC objectives.
Essential duties and responsibilities include the following. Other duties may be assigned.

Manages and communicates project expectations to team members.
Builds and maintains solid customer relationships, and assures customer satisfaction with the successful execution of the project. Interfaces with internal project teams, management, customers and subcontractors. Maintains timely communications, and develops collaborative rapport with solutions-oriented approaches.
Effectively manages the project scope, deliverables, cost, profitability, schedule, quality and resources.
Develops IT project plans in MicroSoft Project and within PBGC tools to guide the execution and control of the project, and tracks project milestones and deliverables.
Communicates IT project plans, objectives, timelines, schedules, job assignments and responsibilities.
Identifies and manages project dependencies and critical path. Proactively manages changes in project scope. Identifies and communicates potential risks with CNI and customer leadership, and devises mitigations and contingency plans. Identifies issues and devises work-arounds.
Implements industry best practices, project management tools and methodologies.
Effectively leads tool selection and procurement for solutions to meet the business requirements in project scope. Responsible for solution implementation planning, design, installation, modification, and operation of information systems capabilities. Ensures that the software and related products satisfy the needs and requirements of the customer.
May be required to facilitate the establishment and implementation of policies, procedures and standards and governance to ensure compliance.
Develops requirements and specifications according to professional standards and using business language familiar to core business units ( i.e., Human Resources, Finance, Operations, etc.).
Responsible for full life-cycle management of functional requirements and specifications, i.e. tracking through design to testing and implementation.
Decomposes high-level business requirements into functional requirements specified in an appropriate level of detail suitable for use by those who must base their work on the requirements.
Represents requirements using alternative views, such as analysis models (diagrams), prototypes or scenarios, where appropriate.
Leads requirements analysis and verification efforts. Ensures that requirement statements conform to standards and are complete, consistent, concise, understandable, traceable, feasible, unambiguous and verifiable.
Participates in peer reviews, inspects requirements documents and work products derived from requirements specifications. Ensures that requirements were interpreted correctly. Participates in requirements prioritization. Manages requirements and traceability information. Tracks requirements status throughout the project.
Manages changes to baseline requirements through effective application of change control processes and tools.
Ensures that proposed system features / requirements meet user needs and satisfy business objectives / initiatives.
Performs and coordinates User Acceptance testing, as required.
Develops training, and instructs business users on new capabilities.
Develops and executes presentations using MS PowerPoint that support the project, this may include regular Integrated Project Team (IPTs) presentations, monthly project status reports and/or executive briefings.
Plans daily activities within the guidelines of company policy, job description and supervisor’s instruction in such a way as to maximize personal output.
Responsible for aiding in own self-development by being available and receptive to all training made available by the company.
Responsible for keeping own immediate work area in a neat and orderly condition to ensure safety of self and coworkers. Will report any unsafe conditions and/or practices to the appropriate supervisor and human resources. Will immediately correct any unsafe conditions to the best of own ability.
Bachelor’s degree in Computer Science, MIS or a related field of study and a minimum of eight (8) years’ relevant experience working with small and larger scale projects, or equivalent combination of education / experience. Must have experience with application domain knowledge. Experience with government contracting and procurement preferred.
PMI Project Management Professional (PMP) Certification preferred
Agile Certification(s) preferred
ITIL and ISO experience a plus
Ability to plan and oversee projects through the use of project management software tools and methodologies, including MS Project, and MS Project Server
Experience with ServiceNow
Experience with Agile required.
Experience with Microsoft Azure DevOps Required.
Experience managing Federal government projects and operations in a consulting environment
Experience with different strategies to successfully implement IT capabilities
Experience designing and documenting technical solutions
Experience with deployments of COTS products, as either a PM or a technical team member
Fluency in both technical issues and business processes, such as procurement, finance, and budget
Experience with configuration, reporting, query building, and common security frameworks
Experience with both Windows and Unix based tools preferred
Experience with both local and cloud-based deployments
Ability to perform many different roles, both at a detailed level and from a higher-level perspective
Ability to schedule, plan and lead meetings
Exceptional organization skills with ability to effectively manage multiple projects and priorities
Excellent verbal and written communication skills with solid presentation skills
Ability to clearly and concisely communicate / explain technical information to a broad range of people with varying levels of technical expertise
