The Department of General Services (DGS) Office of State Publishing (OSP) is seeking a strategic and exceptional leader who will be responsible for the development and implementation of statewide policies related to printing. This new Career Executive Assignment (CEA) was created as the Assistant State Printer position has evolved to focus on the establishment of policies along with the management of production operations. As the Assistant State Printer, CEA A you will have the opportunity to:

  • Establish statewide policies, processes and procedures for the In-Plant Operations program per Governmental Code 11000, 14850 and 19130 covering 34 in-plant operations
  • Oversee and manage in-plant operations and reviewing legislation related to print services to evaluate potential impacts to statewide in-plant operations
  • Develop and implement new or revised processes, following all DGS and OSP procedures, to advise the State Printer and Executive Management and ensure compliance with state laws and regulations.
  • Oversee all aspects of production, customer service, cost recovery, new business on-boarding and advertising strategies
  • Support managerial staff with every day operations
  • Develop strategies for product development and equipment acquisitions that will ensure OSP meets the needs of its customers
  • Develop innovative business strategies to address industry and technological advancements
  • Act in place of State Printer in order to continue operational needs
  • Provide executive-level technical advice and consultation to statewide in-plants and Executive Management by identifying and monitoring industry trends
  • Implement initiatives in both California and nationally and working in conjunction with department leadership in the areas of printing industry standards, legislative printing, business development and best practices
  • Provide consistent delivery of outstanding customer service to DGS’ clients and stakeholders in order to ensure deliverables such as legislative printing, Secretary of State printing and other State Department products are executed
  • Analyze data to forecast and ensure OSP business operations are meeting strategic goals in relation to procurement, hiring needs and assessments, business development, production outputs, and revenue

Executive Management Team is seeking candidates who have:

  • Demonstrated experience in offset, digital and multi-faceted printing (preferred)
  • A demonstrated history of business development and excellent leadership skills
  • An innovative leader who is a strategic problem solver
  • Experience in revenue and expense forecasting and revenue management
  • Ability to represent DGS professionally before external stakeholders, the public, and decision makers on state printing matters
  • Strong commitment and alignment to the mission, vision and values of the organization
  • Ability to work in a fast-paced environment
  • Ability to drive solutions while fostering and improving internal and external relationships
  • Must be flexible, compassionate, and empathetic
